Committee review of REGISTRANTs' submission

Policy Statement

Annually from November, the Quality Assurance Committee (QAC) or a panel of the QAC will review selected Self-Directed Learning (SDL) Tools and take appropriate actions.

The objectives of this review are:

  1. To ensure the registrant's fulfillment of the requirement to complete a competency self-assessment and professional development. Dietitians must submit two learning goals and action plans to show they are engaged in continuous learning. 
  2. To monitor the general quality of the registrants' use of the SDL Tool. The SDL Tool supports registrants in assessing learning needs, identify learning goals, selecting learning strategies, and evaluating learning performances and outcomes.
  3. To give feedback and/or coaching to registrants to assist them in improving the quality and value of their SDL Tool submissions.
  4. To continuously use the review results to improve the SDL Tool and related policies.

PROCEDURE FOR REVIEW

On or after November 1st, staff will randomly select an approved percentage of SDL Tools for review. In addition, any RD whose SDL Tool submission had been assessed to be inadequate or incomplete in the past year will also have their SDL Tool reviewed. Finally, any registrant who submitted an SDL tool late will also be reviewed.

Preliminary Review and Action

Staff will use criteria established by the QAC to screen the randomly selected SDL tools for both completeness and adequacy of the content.

If the SDL tool is deemed adequate
Staff will email the registrant to indicate that their SDL tool was reviewed and found to meet the requirements established by the QAC.
 
If the SDL tool is deemed inadequate
Registrants' SDL Tool Goals will be referred to the QAC for review and consideration.

QAC Review and Outcome
 
The QAC or panel thereof will review the referred SDL Tools in or after November using the criteria established by the QAC. The QAC or panel will determine the most appropriate action depending on the outcome of the review as follows: 
 
  • Determine that the SDL tool met the requirements of the QAC and therefore take no action.
  • Require resubmission of one or both goals.
  • Require the registrant to undergo a Peer and Practice Assessment (repeated problems with the completeness and accuracy of the SDL Tool).
  • *Refer a registrant to the ICRC for non-compliance with the requirement to submit an SDL Tool in the form provided by the Registrar (incomplete submission or one that is so inadequate as to be deemed not to have been submitted in the form provided by the Registrar).
 
Post QAC Review Action
 
  • QA staff will notify the registrant by email advising them of the outcome of the QAC review and feedback.
  • If there are requests for extensions to complete[i] a resubmission, the Committee has delegated the authority to staff to consider requests and grant extensions and exemptions within the established criteria. No request is refused by staff without first being considered by the Committee or panel.
  • If the SDL resubmission is inadequate, the registrant must attend a Coaching webinar. See attached Flow Chart of the procedure.
 
In considering a referral of an incomplete or non-submission of the SDL Tool, the QAC or panel will consider the circumstances, past history of compliance with the QA Program requirements, and weigh the benefits of supporting registrants to comply against the need to hold RDs accountable for compliance.
 
 
*If referred to the ICRC, the staff will draft a decision letter (using pre-approved templates) outlining the QAC or panel decision with reasons (based on the pre-established criteria). The Director of Professional Practice will sign this decision letter. The decision letter will be emailed to the registrant within 15 business days of making the decision.
